  • TRI-COUNTY DROWNING PREVENTION & DATA INITIATIVE (TCDPI)

Our mission is simple: Prevent drowning before it happens.

At SoCal Safety Institute, we are committed to protecting lives through training, awareness, and better data—focused on lives impacted, not just lives lost.

Better data saves lives—before the emergency happens.

In Southern California, with constant access to pools, beaches, and open water, the risk is always present—and often preventable.

    THE REALITY OF DROWNING RISK

Drowning impacts every age group—and it happens closer to home than most people realize.

    • Leading cause of accidental death for children ages 1–4 in the United States
    • Higher risk for children with autism, who are more likely to wander toward water
    • A consistent risk for teens, especially in open water and unsupervised settings
    • Adults 65+ have the highest drowning rates among adults

Drowning happens quickly, silently, and in everyday environments—from backyard pools to beaches.

    THE LOCAL REALITY

Across Ventura, Los Angeles, and Santa Barbara Counties
    (based on national data projections):

    • An estimated 20–35 fatal drownings occur each year
    • 150–300 near-drowning incidents occur annually
    • Incidents happen year-round—not just in summer

Many occur in familiar places—even during normal daily activity and under supervision.

Due to inconsistent reporting, actual numbers may be higher.

    THE HIDDEN PROBLEM

We are not seeing the full picture.

    • First responders document emergencies
    • Hospitals report outcomes like cardiac arrest or respiratory failure
    • The triggering event—drowning—is not consistently recorded

    Near-drownings are even more overlooked:

    • Lifeguards and individuals prevent incidents every day
    • Many rescues never enter a formal system
    • Prevention efforts go untracked and unrecognized

We are missing both the problem—and the successes.

    WHAT WE ARE BUILDING

The Tri-County Drowning Prevention & Data Initiative connects awareness, data, and action:

    • Improve how drowning and near-drowning incidents are identified
    • Encourage consistent reporting across agencies and communities
    • Capture real-world rescues and prevention efforts
    • Turn training into measurable, life-saving impact

    PREVENTION STARTS WITH UNDERSTANDING

With better data, we can take smarter action:

    • Identify where incidents occur—home pools, public pools, waterways, oceans
    • Detect patterns and uncover hidden safety gaps
    • Implement targeted safeguards, training, and policies
    • Use resources effectively—not just respond, but prevent

The goal is not just faster response—it's fewer emergencies.

    RECOGNIZING LIVES SAVED

    Every prevented drowning matters.

We are working to build a system that:

    • Recognizes lifeguards, instructors, and individuals who prevent incidents
    • Captures rescues and early interventions
    • Highlights real-world acts of awareness and action
    • Builds a record of lives impacted—not just lives lost

    WHY A TRI-COUNTY APPROACH

Ventura, Los Angeles, and Santa Barbara Counties share:

    • Active communities with year-round water exposure
    • Coastal, pool, and recreational environments
    • Connected schools, programs, and facilities

This allows us to start local—and create meaningful regional impact.

Drowning prevention is not just about certification—it’s about community responsibility.

    • Get trained in CPR, First Aid, and Lifeguarding
    • Promote water safety in your home and community
    • Support awareness and better reporting
    • Be part of a system focused on prevention, not just response

    Why this version hits harder

  • American Red Cross Mission & Our Partnership

The American Red Cross is proud to serve as a federally chartered nonprofit organization, recognized under Section 501(c)(3) of the Internal Revenue Code (EIN: 53-0196605). Its mission is:

“The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors.”

At SoCal Safety Institute, we are a Licensed Training Provider (LTP) for the American Red Cross. This means we are authorized to deliver Red Cross training programs while upholding their standards, guidelines, and commitment to evidence-based emergency care.

Through this partnership, we help carry out the Red Cross mission at the local level—training individuals, professionals, and organizations in CPR/AED, First Aid, Basic Life Support, and lifeguarding. Every class contributes to building a more prepared, responsive, and resilient community.

While SoCal Safety Institute operates as an independent organization, we are proud to align with and support the broader humanitarian mission of the American Red Cross.

This commitment to science matters because the need is real:

    • More than 350,000 cardiac arrests occur outside of hospitals each year in the United States

    • Immediate CPR can double or triple survival rates

    • Drowning is a leading cause of accidental death, especially among children

    • Many emergencies happen at home or in the community, where trained bystanders are the first line of response

These realities highlight a simple truth: prepared people save lives.

At SoCal Safety Institute, we take pride in delivering training that reflects the latest research, national guidelines, and Red Cross standards—giving our students confidence that the skills they learn are accurate, relevant, and ready to be used when it matters most.
